UPAC RESCUE - United People Against Crime

UPAC formation of neighborhood support group volunteers as part of NEW POLICING SYSTEM PURSUANT TO SEC.2, RA # 8551; bench-marking community oriented policing system (COPS) in the PNP LAW for reform and reorganization in 1998. The law - mandated PNP in the level of police community precints (PCP's) TO OGRANIZE NEIGHBORHOOD SUPPORT GROUPS IN EVERY BARANGAY in the Philippines as specifically provided in the implementation plan part III (3) submitted to congress by NAPOLCOM of said act.

Parallel to this the PNP issued a directive which forms a barangay peace keeping units under the PNP PCP level.

The UNITED MOONWALK VILLAGE HOMEOWNERS ASSOCIATION (one of the upac chapters) organized under its committee on security the neighborhood support group - MOONWALK BANTAY VOLUNTEERS (M.B.V.) as programmed to help the police enhance its formation in their area of resposibility. It will serve as its eyes and ears in the village in promoting peace and order through these volunteers (M.B.V.) its function and role of problem prevention; identifying potential trouble and looking for a permanent solution under its jurisdiction. THE PNP MAY ADOPT THE FOLLOWING SCHEME AS PART OF THE ACTION TEAM CHOSING THEIR MEMBERSHIP AMONG THE FOLLOWING CATEGORIES:
